No, definitely not. I fully agree with the current setup. Double-tap in the PIP-window should react to the running app double-tap function.
However, there might be other "creative" methods to bring the PIP app to full-screen. We should think in possibilities, not in restrictions. Think out of the box.

I use minimalist mode with 2 PIPs: large navigation PIP and smaller media PIP (wipe 3rd PIP off screen).
Currently I have the maximum number of 6 apps in the bottom bar. If I want to switch Google Maps/Magic Earth (in the big PIP) to full-screen, I now simply click the program icon in the button bar and Navigation becomes full screen. Same for music (Music Folder Player, Transistor, or local Radio). Simply click the bottom bar application icon and it becomes full screen. Once nicely selected (the media, not navigation), I go back to home screen (the <> icon in the bottom bar) in minimalist mode.
This works perfeclty fine for me, although I also like to have another option to make the PIP windows full screen to be able to put other program icons in the bottom bar.
(Edit: The wiki could use a page with a screenshot explaining what is what: status bar, notification bar, dock, etcetera. I see a lot of mistakes made when users don't know which screen item is meant, and mix them. I even do it myself).
