No, not necessarily. VAG (VW, Skoda, Seat) have basic models that do have a CANbus, but no steering wheel controls to lower on costs. I don't know for China, but CANbus is mandatory by law since 2008 in the rest of the world. So a 2017 model certainly has a CANbus. (and most cars actually have 3-8 CANbuses, by the way)

This is a standard Skoda plug. Doors/trunk/hood opening should show as that is standard CANbus functionality which is supported by your Raize CANbus decoder. Airco changes should display as well (when enabled), but Airco is not dual-function. You can't change airco temperatures from screen, only switch it on/off.
