Navigation bar display settings not available in some languages

In some languages, it's not possible to set the navigation and status bars to show just the top, just the bottom, or both.
For example, in English the confirmation button appears and you can complete the mode setup, but in Japanese the confirmation button doesn't appear and you can't complete the mode setup.
We were able to temporarily work around this by setting the system language to English, but we'd appreciate a fix.
