Please look at @dudu-lai 's post.
First you connect the camera to a USB port. Then you install the apk from the USB disk inside the camera. The camera has its own mini USB storage inside with the apk.
Once the apk is installed, the camera should work

Yes, connect the camera via USB.
Use the standard file manager of the unit and browse to the USB-disk inside the camera (USB1, USB2, whatever)
Install the apk.

I do not use this specific apk. i have no idea on how to set the language, but I had 3 other ones up till now. Most of the times when you touch the screen inside the app, you get a Settings "gear" where you alter things like language and so on.
